Greens support Farmers call for fracking halt on farmlands

The Greens today supported a call from the WA Farmers Federation which has called for farmers to be given a right to veto fracking on their agricultural land.

Greens WA spokesperson for Water, Alison Xamon said the farmers’ voices against fracking were a welcome addition to the discussion.

Ms Xamon said the Greens had a long-standing policy supporting the right of landowners to veto mining on their property, and had in fact repeatedly introduced exactly such legislation, which had not received the support of other parties.

And it was no secret that the Greens had been extremely vocal about their opposition to fracking.

“The farmers might find if they look a little closer that the Greens are better friends to them than they think, and indeed better friends than the Nationals,” Ms Xamon said.

“The Nationals have consistently failed to support farmers in their fight against fracking, and also in their right to veto mining on their land.

“Last year in Parliament we debated my Motion calling for a moratorium on the fracking industry until such time as a comprehensive assessment of the risks had been carried out, and strong laws put in place to manage any impact.

“On June 29 last year the Nationals joined with the Liberal and Labor parties to defeat this motion, effectively condoning fracking exploration spilling onto farmers’ land.

“And on May 24 last year, my colleague Giz Watson introduced the Mining Community Protection and Amendment Bill which would havedelivered to local communities the power to reflect in their planning schemes what land uses they want – or don’t want – without the Mining Act’s power of veto rendering such schemes worthless.

“National MLC Wendy Duncan stood in Parliament and said “The Nationals believe that the law already provides adequate scrutiny for mining applications and that these proposed changes are unnecessary.

I think there are too many risks with this bill. Therefore, the Nationals will not support it.”.”

Ms Xamon added that the Nationals were also directly responsible for funding unconventional gas exploration through the Royalties for Regions scheme and specifically through the Royalties for Regions Exploration Incentive Scheme program called “Innovative Drilling In Greenfield Areas” with a total value of $26.9 million.

“I now see the Nationals crying crocodile tears over fracking as they realise it might cost them votes,” Ms Xamon said.

“The Nationals have been enjoying their time in Government and running this State with their Liberal partners. If they want something done about fracking, they need to stand up and make it happen.

“I call upon the farmers to keep up their fight against fracking, and ask the Nationals to come clean on their position before we go to the polls on March 9, so people can make an informed choice.”

Life’s cheap for some rogue mining companies

Robin Chapple MLC, Member for the Mining and Pastoral Region, and Greens WA spokesperson for Mining matters, today lamented the all-too-predictable outcome of a failed system, whereby the Central Norseman Gold Corporation (in administration) was slapped on the wrist with a paltry $15,000 fine over the tragic death of the late Mr Rene Ponce while working in its OK mine in 2010.

“Mr Ponce didn’t come home from work that day – his family bears the emotional pain from the “accident” each and every day, a situation which in my view could have been avoided, caused by the conditions which prevailed deep under the ground of WA’s Goldfields on that tragic day”, said Mr Chapple.

“I use quotation marks around “accident”, because this incident was not a random Act of God, it was not unforeseeable, it was all too obviously the end result of a series of failings by the mine’s management. More alarming are the failings of the government agency charged with monitoring and enforcing safety standards for the well-being of the workers who put their lives on the line day-in, day-out, labouring in hazardous mine environments. While we readily accept the economic benefits derived from mining, we have a responsibility to protect the lives of these workers. It may be old-fashioned, but it is still true that because we can’t do this ourselves, we rely on government to oversee these matters for us”, Mr Chapple continued.

“This is where the Barnett/Grylls government through its Minister for Mining & Petroleum, Norman Moore, should hang their heads in shame after reading today’s Kalgoorlie Miner report of the Magistrate’s Court sentencing session.

The Parliamentary record shows that I asked a multitude of questions of the Minister, in the months leading up to this tragedy at the OK mine, in which I attempted to get some accountability for, and some action taken in respect to a range of these safety hazards in this very mine, only to be met with a “shut-up-shop” stonewall from the Minister on 10 August 2010, whereby he refused to accept any more probing into mine safety from me (Leg. Council Question 2516).

This effrontery was perpetrated just five days after Mr Ponce’s death, in what appears to be a callous act of indifference”, Mr Chapple concluded.

Greens name and shame our biggest carbon emitters

The Greens have today named and shamed the state’s biggest carbon emitters in a bid to try to tackle WA’s growing reputation as one of the biggest per capita polluters on the planet.

Greens MLC Robin Chapple said Woodside topped the list of the state’s worst greenhouse gas emitters pushing out more than 12 M tonnes a year from its Burrup development, the equivalent of the annual combined carbon emissions of around 4 million cars.

Next on the list was Verve Energy producing 7.9Mt followed by Alcoa on 4.3Mt and BHP (Worsley Alumina Pty Ltd) on 3.7Mt.

Together the state’s top four carbon polluters were producing in excess of 27M tonnes of C02 a year.

Mr Chapple said new developments already in the pipeline, including Woodside’s Browse basin LNG, were expected to more than double the state’s current emissions within a decade.

“When we should be constraining the growth of carbon emissions and making clear plans for a clean economy we are instead charging headlong into a dirty future with the doubling of our emissions,” Mr Chapple said.

“We have a moral obligation to help solve global warming by limiting emissions but our government is paying lip service to this obligation.

“The Government has no plan to curb emissions or rein in big polluters and it doesn’t even consider emissions when granting approvals to industry.

“The Greens hope that by making public the extent of the pollution generated by some of our major companies they will act more like good corporate citizens and ensure they cut their own carbon emissions.

“Naming and shaming companies will give shareholders valuable information about the state of a company and its environmental credentials.”

Mr Chapple said the Greens would publish a list of the worst polluters online and would make sure that when companies did the right thing and cut back their emissions they were acknowledged for their efforts.

“We hope that by making a company’s carbon emissions more transparent it will help bring change and encourage big polluters to do more about reducing their carbon footprint.”

Occupy Perth has organized this event to highlight the many critical issues that are not being addressed by the two major parties.

Colin Barnett’s Liberals want the media to focus on shopping hours and a pretty foreshore so we aren’t embarrassed when his high flying mates come to visit the West.

We demand that access to healthcare and housing take precedent over access to 24/7 shopping, and miners’ access to sacred ground.

We have chosen to target Colin Barnett as the premier and the man responsible for overseeing a government which has absolutely failed to meet the peoples expectations on a wide variety of issues.

As such we are bringing this event to Cottesloe to encourage locals to use their vote to send Barnett and others in parliament a message – West Australian citizens will not be taken for granted by our politicians, we can and will remove you from your seat if you do so.

Mental Health and the Justice System Initiative – Greens launch Action Plan to provide better services for vulnerable people

People with serious mental illness are being failed by WA’s criminal justice system, says Greens (WA) Spokesperson for Mental Health Alison Xamon.

“They are being failed because successive State governments have not invested in the necessary facilities and services and in much-needed law reform,” Ms Xamon said. “People with serious mental illness are among the most vulnerable people in our community.

“In 2011, the Government’s own Mental Health Commission noted the lack of services available, saying:

…when people with mental health problems and/or mental illness are sentenced to prison or require a safe and secure facility after being found not guilty of a major offence due to mental impairment, there are currently insufficient forensic inpatient services available to deliver appropriate assessment, treatment, care and recovery services.

“People with serious mental illness, their families and loved ones, and our community, all deserve better. In order to minimise risk, including to personal and public safety, to meet our human rights obligations, and to reduce long term reoffending, we need to drastically improve the way we approach forensic mental health in WA.

“ “Forensic mental health” is the term used to describe the assessment, care and rehabilitation of: defendants who face charges in the courts; mentally ill offenders who are in prison or in the community; and individuals who have been found unfit to stand trial or who have been found not guilty by reason of unsoundness of mind.

“People with mental illness are over-represented at all levels of the criminal justice system and WA spends far below the national average in the area of forensic mental health.

The Greens (WA) Forensic Mental Health Action Plan has been designed to create a vastly improved forensic mental health system which will deliver better services, reduce reoffending, and enhance community safety through:

1. Legislative reform

2. Declared places for people with mental illness on custody orders

3. Increased numbers of forensic mental health beds

4. Forensic mental health services for children and young people

5. Coordinated care for people with serious mental illness in the criminal justice system

Greens warn of climate change implications of the shale gas industry

A preliminary assessment of likely greenhouse gas emissions if a shale gas industry expands in WA is grounds alone to oppose the industry outright, the WA Greens say.

“Even if just a fifth if WA’s estimated shale and tight gas resource is developed, the life cycle of the greenhouse gas emissions would be enormous – equivalent to nine times Australia’s total greenhouse gas emissions currently,” Greens MLC Alison Xamon said.

“That’s a mind-boggling amount, especially in the context that as a nation we are committed to greenhouse gas reduction targets by 2020 and beyond.

“The problem is two-fold. Shale gas, in other words, methane, is a highly potent greenhouse gas, equivalent to 25 times worse than carbon dioxide in terms of contribution to the Greenhouse Effect over a 100-year timeframe.

“Secondly, the technique used to extract shale and tight gas, known as hydraulic fracturing or fracking, has a high leakage rate, in other words high fugitive emissions of that methane.

“Combine these emissions with those caused by the combustion of the recovered gas to generate electricity, and you are, conservatively, looking at five billion tonnes per annum of greenhouse gases if just 20 per cent of Western Australia’s estimated 300 trillion cubic feet of shale and tight gas is recovered and used.

“Clearly, there is a certain amount of finessing one could do with these figures, including counting the additional missions caused in the relatively energy-intensive process of fracking compared to conventional gas extraction, but the fact is that is the figures are already so high that the question of whether it would be environmentally responsible to develop the shale and tight gas resource is already answered.

“I think the world has moved on from the myth that any gas is ‘clean’ – unconventional gas is simply a more dirty form of fossil fuel than conventional gas.

“The Greens have launched a comprehensive plan for powering all of WA’s stationary energy sector with renewable energy by 2029, available at http://greenswa.net.au/sites/default/files/pdfs/GREENS_EnergyReport_Web.pdf.”
